With the support of the
William
and Flora Hewlett Foundation and
in collaboration with institutional partners in Chile, and especially
with researchers at the Universidad
Alberto Hurtado's
(Santiago, Chile) Centro de Etica and the Escuela
de Derecho, this project of the Center
for Latin American Studies at San Diego State University involves
a multidimensional program of research, publication, and multimedia
dissemination of research results in the area of democratic governance
and judicial reform in Chile in comparative perspective.
The project, which includes creation of an extensive internet library
and bibliography on judicial reform, focuses on constitutional and
statutory reforms and administrative initiatives that change the judiciary's
role in the political system and reform its internal workings to achieve
increased judicial independence, transparency, efficiency, and citizen
access.
More particularly, the project explores legal and judicial education,
constitutional reform and the incorporation and implementation of
international law, (treaties and conventions on human rights, environment,
labor, gender and migration) into the Chilean constitution and statutes.
Special attention is also given to the scope and jurisdiction of military
courts, modifications in civil-military relations, changes in civilian-police
relations, and public security policy. Parallel research and creation
of internet resources for researchers on judicial reform initiatives
in Mexico, Brazil, the Andean region and other Latin American nations
is also underway.
